Social and Environmental Guidelines

Social and Environmental Management Unit (SEMU) is taking care of various isses like the maintenance, rehabilitation, remodeling of canals, flood control projects, etc according to the social and environmental needs so that a proposed project may be implemented in an environment friendly and sociably acceptable manner. It will ensure the mitigation of adverse social and environmental impacts and will definitely enhance and improve the environmental resources of proposed project areas.

For Irrigation Infrastructure

Published in March 2007 for rehabilitation, maintenance, modernization and remodeling of canals, drains, barrages and headworks. These guidelines were developed for field officers and staff of FOs/AWBs to enhance their capabilities in identification of social and environmental issues by adopting mitigation measures. Further, these guidelines were sent and shared with Environment Protection Department (EPD) for their comments and feedback. Secretary Irrigation / MD-PIDA endorsed guidelines to the heads of each irrigation zone including all the executive engineers and made it mandatory for inclusion of social and environmental checklist in all those PC-1s to be placed for DDSC approval. For Contractors

During field visits and monitoring of the projects, it was felt that contractors are the integral part of each development project as all the activities are done under their supervision. Therefore, contractors were given priority in addition to capacity building through awareness compains. Keeping in view their management responsibility in the project, SEMU developed and printed “Social & Environmental Guidelines for Contractors” (in urdu) in March 2011 for raising awareness amongst contractors engaged in the development works of irrigation sector. For Farmer Organizations

The developmental activities on the water channels cause adverse and beneficial social and environmental impacts.  To address / mitigate these adverse social and environmental impacts, Farmer Organizations have been trained through different programs. In order to keep them updated, IEC material has also been developed. SEMU developed and printed “Social & environmental Guidelines for Farmer Organizations” (in Urdu) in May 2012 for raising awareness amongst the staff of FOs/AWBs. It contains the anticipated social & environmental issues that may arise during the execution of work and role of staff of FOs & AWBs in the management of these issues.

For Irrigation Infrastructure

Mostly executing officers,  while making comments at some points in each training sessions, were of the view that the text of previous guideline is difficult to understand or implement the checklist at the stage when summarizing the anticipated issues and selecting the reduction measures during the filling. Therefore, text of the guidelines was refined more to get the understanding about these issues. Developed draft “Social and Environmental Assessment Guidelines for irrigation Infrastructure”, and sent to PIDA Head office for comments. There was need to revise the text of social and environmental assessment guidelines to facilitate the field officers for seeking guidance about identified issues with mitigation and detailed information on the prescribed project. View Details
