The major objective of Social and Environmental Management Unit (SEMU) is to enable the staff of Punjab Irrigation Department (PID), Punjab Irrigation and Drainage Authority (PIDA), Farmer Organizations (FOs) and Area Water Boards (AWBs) to identify adverse or beneficial social and environmental impacts that may potentially arise from their actions, and to select and implement mitigation measures that could result in enhancing environmental resources and social harmony. A few other goals of SEMU are listed as under:

  • Provide intellectual leadership within PID / PIDA for social and environmental assessment, management, mitigation and dissemination of best practices.
  • Develop, update and disseminate guidelines for social and environmental assessment that provide the means to identify potential adverse and beneficial impacts and mitigation measures.
  • Review PC-1s of irrigation & drainage projects including small dams in accordance to the social and environmental assessment guidelines and provide feedback to the executing officer on the validity of identified impacts and mitigation measures.
  • Monitor and evaluate Irrigation department's projects inclusive of small dams at three stages i.e. pre execution, during execution and post execution.
  • Conduct social and environmental impact assessment studies of irrigation & drainage sector projects including small dams.
  • Identify the water pollution sources of rivers, headworks, canals, drains and small dams. Moreover, monitor water quality in order to check its suitability for irrigation and drinking  purposes keeping in view the standards and National Environmental Quality Standards (NEQS).
  • Coordinate, monitor & review preparation of Initial Environmental Examination (IEE) and Environmental Impact Assessment (EIA) that are conducted by PID for large projects and also helps in formulating environmental management plans.
  • Train PID / PIDA staff  to utilize guidelines/checklists in undertaking the development projects and create awareness amongst FOs and AWBs about social and environmental issues and mitigation measures relevant to their actions and operations.
